The picture shows LP members in Tochigi prefecture impeaching CRP president Okuma Shigenobu and Iwasaki Yataro, founder of the Mitsubishi industrial and financial combine, making a scapegoat of the two, the former likened to a big bear (okuma, the same pronunciation as the family name Okuma) and the latter to a sea monster (because Iwasaki was owner of most of Japan’s ships).
